Where there is no law, but every man does what is right in his own eyes, there is the least of real liberty

Dutch Treasure Dnipropetrovsk Trash

22 February, 2000 - 00:00

Disposal of household wastes have long become a real headache for Dnipropetrovsk’s public utilities and authorities. The Dniprokomuntrans enterprise, which has traditionally dealt with this, has today an extremely worn-out fleet of garbage-carriers due to financial difficulties. Even downtown Dnipropetrovsk “proudly” displays huge heaps of odoriferous wastes spilling out of rusted containers.

Serhiy Bychkov, chairman of the Zhovtnevy district executive committee, decided to try to solve this problem on the territory of his district. On his initiative, a cooperation agreement was concluded between the city authorities and the government of the Netherlands. The Dutch side pledged to deliver to Dnipropetrovsk three DAF garbage trucks and 500 containers worth a total $500,000. This equipment was officially handed over in the Dnipropetrovsk city executive committee, where new Mayor Ivan Kulychenko discussed with Dutch entrepreneurs among other things issues of developing further cooperation.

For the time being, the Dutch trash trucks will cater to residents of the most elitist part of Dnipropetrovsk on the territory of the Zhovtnevy district. However, even now garbage men express serious fears: the zinc-lined rubber-wheeled containers to be installed in courtyards could become easy prey for those who scavenge scrap metal or, say, dacha owners. After all, the foreign receptacles are so attractive and our citizens so easy to tempt into sin.
