The European Union has allocated nearly four million euros for Ukraine to set up camps for illegal refugees. Radio Liberty announced on Nov. 16 that these camps will be located on former military sites in Chernihiv and Volyn oblasts. This decision was made in view of the fact that more than 18,000 illegal migrants have been apprehended on the Ukrainian border; these people are now being detained in shelters and jail cells. Brussels regards this as a violation of human rights and demands that Ukraine provide adequate conditions for these foreigners. Ukrainian law enforcement agencies have been instructed to uncover human traffickers and control higher educational establishments, where foreigners obtain fake certificates showing that they are studying in Ukraine, and to check all tourist agencies.
