IN WASHINGTON THEY AGAIN WANT TO REDUCE AID TO UKRAINE

Debates resumed in Congress on aid to Kyiv, possibly after hearing the parliamentary election's preliminary results.

Reuters considers it likely that the US Congress will okay half the amount promised, $225 million. The rest (which is not hard cash, by the way) will be sent on its way to Ukraine only after visible progress in combating corruption as well as protecting US investment and business in general.

In the aftermath of the elections some Congressmen want Kyiv to reaffirm its pro-Western stand.

Richard Morningstar, President Clinton's CIS political adviser, says he plans to visit Ukraine again in April, adding that Secretary of State Madeline Albright (she was in Kyiv in early March and saw some headway) has not as yet made up her mind on the White House's position on the vote slated for April 30.
