Privatization According To Six-Year Plans?

A new state program for privatization in Ukraine, which is currently being drafted by a special task force, will probably cover the next six years to come, Yuri Hryshan, SPF deputy head, said in a July 6 interview. According to him, this issue is still in process. He stressed that a possible increase in the privatization phase is due to the fact that the targets of the privatization plan cannot be achieved within three years, reports Interfax-Ukraine. Mr. Hryshan underscored that the emphasis of privatization should be shifted from individual businesses to groups of companies or even the whole sectors of industry. “Further, sectors which are doomed without cash infusions should be privatized first. Before all these are the mining industry and air carriers,” SPF deputy chief went on to say. As he put it, by November 1 the draft plan is to be submitted to the Cabinet of Ministers so that lawmakers could consider it in December or January at the latest. UAH 500,000 been allocated for the development of the plan. Under the current state privatization program, privatization receipts in 2000 had been set at $5000 million, in 2001 $1.5 billion, and $1 billion in 2002. Regrettably, the actual yields have by far fallen short of these targets.
