SDPU(o) Promises Ukraine Full Supply of Leadership

“To successfully develop this country, 15,000 young administrators will be needed in the immediate future,” predicts former President Leonid Kravchuk, adding that the United Social Democrats are able and willing to supply such personnel. To this end, they are launching the large-scale project called Cadre Reserve, Ukraine’s New Force as early as October. Leonid Kravchuk announced at an October 4 Kyiv press conference that he is to preside over the project’s board of experts. In his words, the project is aimed at locating the best managers and administrators among employees and among college/ university students to form a single database listing the top professionals. Accordingly, university students, graduate students, current managers and owners of medium and small businesses, and officials in charge of regional state structures of all types can take part in the project.

The main exam they will have to take will be finding a solution to an actually existing crisis, because an ability to find a way out of a critical situation without stepping outside legal bounds is, in the project organizers’ opinion, the most essential asset of a professional administrator. Mr. Kravchuk said, “if we had more such people in the government apparatus in the first years of independence, we wouldn’t have 80% of the problems we have today.”

The contest will have four stages: (a) receipt of applications, (b) selection, (c) regional contests, and (d) third stage winners’ finals. After the contest, next March, the organizers undertake to find prestigious jobs for the top fifty in the state apparatus and largest domestic businesses, along with submitting a cadre register. Mr. Kravchuk pointed out that the project will have a sequel. SDPU(o) undertakes responsibility for the project; all party resources will be made available: a developed network of regional offices, administrative, finance, and media facilities.
