Third of Taxes Paid Only After “Polite Reminders”

Over 30% of budget revenues is ensured by compulsory recovery of the tax debt, State Tax Administration Deputy Chairman Ihor Kalnichenko stated on September 25. According to him in the first eight months of this year as a result of compulsory measures the budget received UAH 6.53 billion. The structure of the largest part of the revenues seized from the accounts of tax deadbeats came to UAH 986 million, cost withdrawal from the accounts of those owing money to the taxpayer was UAH 262.5 million, and transfer of debt withdrawal to the movable property of the tax debtors which brought in UAH 1.34 billion.

The need for compulsive measures is attributed by tax officials to the great number of debtor enterprises: last year there were some 130,000 of them, and currently there are is 115,100. Not many wanted to voluntarily settle accounts with the budget: after lawsuits had been filed in civil courts only 582 of the enterprises expressed the desire to pay UAH 26.9 million. Compared with the overall amount of the deficit, as of now UAH 12.3 billion, this, of course, is peanuts.

As to bankruptcy proceedings, which are also among compulsory measures, so far it is not widespread: in the first eight months of this year some 2251 bankruptcy cases have been filed with the courts, 111 of them through the body of the Prosecutor’s Office. Thus this unpleasant procedure concerns less than two percent of the enterprises. Tax officers point to this as an example of their careful attitude toward preserving the enterprises, but in fact this is explained by the ineffectiveness of the bankruptcy mechanism.

Finally, Mr. Kalnichenko called difficult the situation with tax payments in the fuel and energy complex. The FEC tax debt comes to almost 12 billion hryvnias. Nonpayment of taxes is the norm in the fuel and energy complex,” he said.
