Vice Premier Oleh DUBYNA: Ukraine’s economy can work in the daylight

Vice Premier of Ukraine for Industrial Policies Oleh Dubyna is going to pursue his own course, including one on the fuel and energy complex. “I have a policy of my own,” he said Wednesday at his first press conference in his new post

According to him, the main element of this course is “the necessity to pay for energy resources by means of money... There can be but one course — all energy resources must be paid for with money. Both barter and mutual settlements are out of the question,” Mr. Dubyna emphasized.

Referring to the experience of the state-owned Kryvorizhstal Steel Plant, which he managed before entering government, Mr. Dubyna noted that Ukrainian enterprises are capable of paying for energy with money. “Today the economy of Ukraine is able to step into the sunlight,” he stressed.

The vice premier also said he was “not to all” in agreement with the coal industry reform plans drawn up by his predecessor, Yuliya Tymoshenko. “I know how to make coke,” he noted. Mr. Dubyna, Interfax-Ukraine reports, especially underscored that the program of coal industry reform has not yet received final approval by the cabinet. “I am going to finalize the program by Saturday or Sunday and make my conclusion whether this will be a set of measures or a program,” he said.

The vice premier also stated he did not intend to make serious personnel changes in the fuel and energy complex in the immediate future. He announced he had already discussed the redistribution of duties with First Vice Premier Yuri Yekhanurov. Mr. Yekhanurov was earlier in charge of some Ukrainian industries.
