Feb 20 1919: The Council of People’s Commissars of the Ukrainian SSR (Radnarkom) adopts a decree on civil marriage and the introduction of civil registries.

1944: The fourth antifascist meeting in Kyiv adopts a message to the Ukrainian people, calling for a struggle against the Nazi aggressors.

Feb. 21 1919: The first issue of the newspaper Komunar (today: Vechirnii Kyiv) comes off the presses in Kyiv.

1996: During a working visit to Ukraine the US president and his Ukrainian counterpart sign an agreement on commercial satellite launches.

Feb. 22 1994: A Ukrainian diplomatic mission officially opens in the Republic of Cuba.

1997: President Leonid Kuchma of Ukraine signs an edict establishing a Political Council under the aegis of the President of Ukraine.

Feb. 23 1927: The Radnarkom of the Ukrainian SSR adopts a resolution on providing assistance to itinerant Gypsies during the period of transition to a working and settled way of life.

1967: The Presidium of the Supreme Soviet of the USSR adopts a decree conferring the title of “Hero of Socialist Labor” on Oleksandr Korniichuk and Pavlo Tychyna.

Feb. 24 1919: Ukraine and Poland sign a truce.

1990: At its convention in Warsaw the Ukrainian Social and Cultural Society, uniting the Ukrainian community in Poland, is reorganized as the Association of Ukrainians in Poland.

Feb. 25 1918: The Small Rada adopts laws on the introduction of the new Gregorian calendar and Central European Time. The trident (tryzub) is adopted as the national emblem of the Ukrainian National Republic.

1992: Leonid Kuchma signs an edict establishing the State Duma of Ukraine.

Feb. 26 1878: The trial of a group of noted Galician public figures, including Ivan Franko, Mykhailo Pavlyk, and Ostap Terletsky, starts in Lviv.

1993: Ukraine’s Ministry of Justice registers the People’s Movement of Ukraine (Rukh).
