The international three-day scientific and practical conference, Sociopolis in Ukraine: Technologies of Practical Construction, ended its work the week before last. It was attended by state officials and politicians, regional leaders, leading experts, as well as representatives of academic institutions, commercial entities, innovation funds, and civil organizations — all those who have been attracted by the idea of creating sociopolises whose concept has been developed by Secretary of the National Defense and Security Council of Ukraine Yevhen Marchuk. In layman’s terms, against the backdrop of rapid technological development of the leading countries there is a threat that Ukraine and its economy may hopelessly lag behind these countries, with all the negative consequences for us. According to Mr. Marchuk, Ukraine has all the prerequisites for successful implementation of the experience of highly advanced countries, but even its speedy implementation would just be catching up with the rest of the world. Instead, anticipatory development could turn out to be truly effective. However, there is one if: transition to dynamic growth cannot be made by all social structures in Ukraine simultaneously. And at first the desired bonanza can and must be built, as separate sprouts, in so-called venues of growth, sociopolises, that is zones where transition from one kind of society to another, more advanced, takes place. In this case, a sociopolis can exist not only in an isolated geographical or administrative region (a village, city, rayon, or oblast), but isolated organizations (educational, medical, industrial) that take the lead due to the use of state-of-the-art technologies and ideas, opening the door to an advanced world for traditional forms of existence.
