No more mosquito undercover

At long last 16 hectares of forest in the vicinity of Kaniv were returned to state ownership after this territory was leased out to several private businessmen for a term of 49 years for a laughable rent of 37 hryvnias per hectare per year, albeit for the lofty purpose of “mosquito and [other] insects’ flight trajectory studies.” This scandalous transaction was authorized by the Cherkasy regional state administration. Mykola Lisovy, public prosecutor for Cherkasy oblast, told a press conference that, although the plot had been returned to public ownership, no criminal cases against the bureaucrats at fault had been opened. He added that the prosecutor’s office had carried out an investigation and detected some breaches of decision-making procedures. However, since the plot was leased out, rather than transferred to private ownership, the state had suffered no damage, so there were no legal causes for criminal proceedings. “The prosecutor’s office challenged this decision but the regional state administration overrode it,” said Mykola Lisovy.
