Is the government afraid of its special services?

If the Security Service of Ukraine becomes a token coin in political conflicts, we can say that it will mark the end of the system of national security which has hardly been revived

The condition of Ukrainian special services in February 2014, when Valentyn Nalyvaichenko became the head of the structure, is common knowledge. Without exaggeration, the SBU was a branch office of the FSB. This is the case when the fish decays from head and from inside. The demoralization of the SBU started earlier than yesterday. Back in the time of Leonid Derkach (end of the 1990s – beginning of the 2000s) joint collegiums of the SBU and the FSB were organized and other events were held, everyone pretended that the Ukrainian and Russian special services were integrated. It is not hard to understand what a union in such a subtle sphere meant and who was dominating. As a result, Ukraine not only lost its special services, but also received an enemy in the rearguard. The SBU practically turned into an office that served the needs of the notorious president on converting business under his control, gathered compromising evidence, and did not deal with the questions of national security in any way. To be more precise, it was doing a totally opposite thing. It was impossible to clean this dirt in a blink of an eye. However, over 18 months huge work has been accomplished, and Valentyn Nalyvaichenko told in a February interview to The Day that nearly 80 percent of former servicemen had been fired. Recently the head of the SBU fired all the heads of the so-called “C” department – the Chief Department on Fighting Corruption and Organized Crime of the SBU, and this made a number of people nervous.

On June 11 Markian Lubkivsky announced a trip of the head of the SBU to the US. This visit could without doubt be called a symbolical one, because it’s no secret that for a long time the Ukrainian special services have been associated with the services of our northern neighbor, which has become an aggressor after all. However, past weekend the spokesperson of the SBU announced that the visit has been cancelled.

“I must notify that the previously announced and anticipated presentation of the evidence of Russian armed aggression against Ukraine by the Chief of the Security Service of Ukraine Valentyn Nalyvaichenko in Washington on June 16-17 for the American political and expert elite will not take place,” Markian Lubkivsky wrote on his Facebook page. What’s happened? It turns out that Valentyn Nalyvaichenko has received a subpoena from the investigator of the Prosecutor General’s Office after he made a statement during the last session of the Cabinet of Minister on involvement of the former leadership of the General Prosecutor’s Office in Vasylkiv disaster at a bulk-oil base of the BRSM. On June 12 the head of the SBU stated that the oil base, gas station, and BRSM-Nafta belonged to former minister of energy and coal industry Eduard Stavytsky. “Second, we are ready together with the Ministry of the Interior to investigate into the fact of canceling the police investigation by a Deputy Prosecutor General, and his becoming a co-owner of this oil base and similar oil bases,” Nalyvaichenko stated in the Cabinet of Ministers. It will be reminded that the thing is about one of the deputies of the then Prosecutor General Yarema. In spite of society’s demands to fire Yarema, the president delayed this for nearly a year.

On Sunday the head of the SBU stated on air of the TV channel 1+1, “There are grounds to suspect the former deputy of the Prosecutor General of committing an especially serious crime which resulted in ecocide for the residents of Kyiv oblast… Tomorrow (June 15) at 11 o’clock I will appear in those premises [the Prosecutor General’s Office. – Ed.], evidence will be provided, and I will demand to detain the high-rank official involved in ecocide through corruption, so that he could not flee the country.”

On Monday Nalyvaichenko announced the name of the abovementioned deputy of Yarema: “The deputy prosecutor general who in October was covering and practically assisting in criminal activity is a subject in the criminal proceedings. I will announce his surname, this is a citizen of Ukraine born in 1962, his surname is Danylenko.” It will be reminded that Yarema’s deputy Anatolii Danylenko was involved in a scandal connected with misappropriation of 140 hectares of state water reservoirs past autumn. Danylenko was fired from the General Prosecutor General’s Office in February together with his superior. “You know his name, so act,” Nalyvaichenko appealed to the Prosecutor General’s Office on Monday.
